China Will Carry out List Management of Distinctive Towns
On September 25, the General Office of the State Council issued the “Opinions on Promoting the Healthy Development of Distinctive Towns”, providing that a list of distinctive towns should be built for regulation purposes. Distinctive towns named in the past can be included in the list after being examined and approved, and those that do not meet the requirements should be removed from the list or renamed. The “Opinions” provides that the development positioning of the distinctive town should be accurate and they should develop into micro-industry clusters. Administrative towns and traditional industrial parks should not be named as distinctive towns. The towns should mainly locate near city clusters and cities or in other eligible regions. People's governments at the provincial level shall, in accordance with the principles of strict standards, strict control of quantity, unified management and dynamic adjustment, build the list of distinctive towns in their provinces; The National Development and Reform Commission, together with relevant departments, shall establish the national information database of distinctive towns, and strengthen the guidance, supervision and dynamic management of the list of distinctive towns in each province. Local people's governments at all levels should strengthen planning and management, strictly save and intensively use land, and strictly observe the three red lines of ecological protection, permanent basic farmland and the boundary line for urban development. In principle, the planned area of a distinctive town should be limited to 1 to 5 square kilometers. Strictly guard against local government debt risks, strictly control the tendency of developing real estate in distinctive towns, and strictly observe the bottom line of production safety. To strengthen incentives and guidance, relevant departments of the State Council should organize and formulate guidelines for the development of distinctive towns and guide a number of model distinctive towns, increase the support of the central budget for the construction of distinctive towns. It is necessary to correct errors in a timely manner, and local people’s government at all levels must promptly rectify or remove from the list distinctive towns that violate laws and regulations.
