We will deepen opening-up and cooperation, relax restrictions on foreign access in an orderly way, and shape China's new competitive advantage in international competition. In terms of safeguards, we need to increase support for all types of government funds and industrial funds, strengthen the link between various kinds of funds, and encourage more social capital to support the transformation and upgrading of manufacturing industries. We will accelerate the implementation of inclusive financial services and play a role in the financial guarantee system. Demonstration area is located at the provincial level people's government to foreign investment management, economic and trade cooperation, investment approval for examination and approval authority down to the demonstration zone, and allow the demonstration research, formulate policies and measures to promote the development of manufacturing industry innovation.
