China's Technology Transfer System Needs to Give Full Play to the Role of the Market
China is speeding up the construction of a regional center for national technology transfer. A "2+N" technology transfer system covering the whole country with the Zhongguancun National Technology Transfer Cluster in Beijing and the Southern National Technology Transfer Center in Shenzhen as the core is taking shape, and will play a role in the strategy of building city clusters around the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, Guangdong, Hong Kong and Macao regions. Technology transfer refers to the process in which technology flows between countries and regions, and its core is the transfer of intellectual property rights with patents as the main content. Prior to this, the Ministry of Science and Technology successively issued two documents in May, namely “Implementation Opinions on Further Promoting the Construction and Development of Specialized Technology Transfer Institutions in Higher Education Institutions" and "Key Points for Promoting the Development of Technology Market and the Transformation of Scientific and Technological Achievements in 2020”, proposing to build hundreds of technology transfer centers in colleges and universities during the 14thFive Year Plan, and strengthen the ability of the technology market in gathering and allocating science and technology resources, so as to serve the national urban agglomeration development strategy.
2020 Annual Report on Statistics of China Technology Market shows that China signed a total of 484,077 technology contracts last year, with a turnover of 2,239.84 billion yuan, up 17.5% and 26.6% year on year, respectively. There were more than 20,000 technology trading institutions, and the market size exceeded 2 trillion yuan. Previously, the focus of China's technology transfer system was to improve laws and regulations related to technology transfer and implement various policies. In the foreseeable future, how to give full play to the important role of the market in the allocation of science and technology resources, ensure that the market mechanism is effective in the process of technology transfer and can improve the allocation efficiency of regional science and technology resources, will become the core issue that industry need to think about.
