The National Average of Subsistence Allowances for Rural Residents is 5,842 Yuan Per Person Per Year
Tang Chengpei, Vice-Minister of Civil Affairs, said at a press conference of the State Council Information Office that social assistance is an important part of poverty alleviation and the last line of defense. China has worked in the following areas. The first is to improve the social assistance system such as subsistence allowances to ensure that all eligible people living in poverty are covered by subsistence allowances. A total of 20,040,000 registered poor people nationwide have been provided with subsistence allowances or assistance and support for people in extreme poverty, of which 67% are the elderly, minors, seriously ill patients and severely disabled people. The second is to constantly improve the working mechanism to accurately identify those who are most in need. The third is to steadily raise the level of assistance and effectively solve the problem of “two assurances” (having enough to eat and wear) for those who are most in need. Right now, all the subsistence allowances for rural residents at the city and county levels have met or exceeded the poverty line, and the standard can be exceeded in the dynamic. According to the Ministry of Civil Affairs, the national standard for rural subsistence allowance is 5,842 yuan per person per year, and 487 yuan per month. The subsistence allowance is to make up the difference. For example, the monthly standard of subsistence allowance is 487 yuan, but there will still be some productive and labor income in the households. After calculating this part of income, if the family income does not reach the standard of subsistence allowance, they will be given the difference to make up, and their income will reach the local standard of subsistence allowance after making up the difference. The country’s monthly per capita compensation is now 289 yuan. The fourth is to strengthen targeted measures to ensure that the elderly, minors, the severely disabled, and the seriously ill patients who still have difficulties in living after receiving the allowance, their allowances will be increased appropriately.
