Beijing Releases Action Plan for Digital Economy Innovation and Development
On September 7, "The Outline of Action of Beijing for Promoting the Innovation and Development of Digital Economy (2020-2022)", "Beijing’s Implementation Plan for the Establishment of a Digital Trade Pilot Zone”, and “The Implementation Plan for the Establishment of Beijing International Big Data Exchange” were released. These documents were formulated by the Beijing Municipal Bureau of Economy and Information Technology, Beijing Municipal Commerce Bureau and Beijing Local Financial Supervision and Administration respectively. The “Outline of Action” proposes to systematically build a system and mechanism for the development of digital economy, to focus on six major directions of "construction of infrastructure, digital industrialization, industrial digitalization, digital governance, data value, and digital trade development", to implement 9 key projects of infrastructure guarantee construction project, foundation project for digital technology innovation, project for collaborative upgrading of digital industry, and project of digital transformation for agricultural and industrial services. By 2022, the development level of digital economy in Beijing will continue to improve, with digital added value accounting for 55% of regional GDP, making Beijing a leading and demonstration area for the development of digital economy in China. “Beijing’s Implementation Plan for the Establishment of a Digital Trade Pilot Zone” proposes to take the construction of digital trade pilot zones as a starting point and focus on the realization of safe and orderly flow of cross-border data, and strive to promote rule exploration, innovative policy measures, and break system bottlenecks. Beijing will build a digital trade pilot zone based on the Zhongguancun Software Park, Jinzhan and Daxing Airport. “The Implementation Plan for the Establishment of Beijing International Big Data Exchange” plans and designs the infrastructure construction of Beijing International Big Data Exchange, and defines the five functions of Beijing International Big Data Exchange as "an authoritative data information registration platform, a widely recognized data trading platform, a data operation management service platform covering the whole chain, a financial innovation service platform with data as the core, and a data financial technology platform driven by new technology".
